The Democracy A Challenge poster?

I know France gave the Statue of liberty has diplomacy. A way to show their alliance and friendship together during the American Revolution and a hope that France would one day become a democracy.

Can you please explain what this particular poster means?

France was already a democracy when the Statue of Liberty was given as a gift to USA.

The poster is from 1940,and is encouraging Americans to abandon their isolationism and get involved in the ongoing struggle for freedom and democracy, and against evil, in the already started WW2 – ideals apparently not worth fighting for in their own right until USA was directly attacked itself.
